TOWN OF GEORGETOWN

INVITATION TO BID

The Town of Georgetown is pleased to present this Request for Proposals (RFP) for the sale or lease and development of Town-owned land located at 0 National Avenue, consisting of two adjacent parcels identified as Town of Georgetown Assessor’s Map 14, Lots 7 and 7A (the “Property”).  The Property is unimproved and located adjacent to I95 Exit 54A.  It has approximately 24.61 acres and has frontage on National Avenue.  It is zoned for commercial/industrial use.  The Town desires a proposal to purchase or lease all or a portion of the Property and to develop this vacant piece of land into an active commercial/industrial use that will provide economic benefit to the Town.  Residential use is prohibited. 

Sealed proposals are hereby being solicited by the Town of Georgetown for sale or lease of the Property or any portion thereof.  Proposals will be received at the Town Administrator’s Office, 1 Library Street, Georgetown, Massachusetts 01833 on or before 12 p.m. noon on May 27, 2020, as specified in Section III below, at which time the proposals will be publicly opened. Proposals received after the deadline will not be considered.

All proposers are required to submit a security binder in the amount of Five Thousand Dollars ($5,000.00) made payable to the Town of Georgetown.  Any proposal submitted without the binder shall be rejected.

The Board of Selectmen is the awarding authority for this RFP.

The successful proposer shall enter into a purchase and sale agreement or lease agreement with the Town within thirty (30) days from the date of the award. 

The Town may enter into a Land Development Agreement with the successful proposer or proposers, ensuring that the Property will be used and developed in accordance with the selected proposal and setting forth terms and conditions to ensure that such development is consistent with this RFP. 

The Property was acquired by the Town by tax title foreclosure and will be conveyed by a release deed or leased without any warranty of title.

Specifications and bid forms may be obtained online at the Town Web site www.georgetownma.gov under the Town’s Web Procurement Desk.

RULE FOR AWARD

The Board of Selectmen is the awarding authority for this project. The Town (Board of Selectmen) reserves the right to accept any bid, or reject any bid deemed not to be in the best interest of the Town of Georgetown. The Town reserves the right to waive or permit correction of minor informalities and to conduct discussions with all qualified offers in any manner necessary to serve the best interests of the Town.

Sealed bids will be accepted at the office of the Town Administrator, Town Hall, 1 Library Street, Georgetown, MA 01833 until 12:00 p.m. Wednesday May 27, 2020. All bids will be publicly opened and read at 12:01 p.m. the same day. Bids shall be plainly marked: “Bid: National Ave.”
