Cudmore Promoted to Lieutentant

Georgetown -  Sgt. Donald Cudmore was promoted to lieutenant at Monday’s Georgetown Board of Selectmen meeting. The promotion will take effect on Feb. 1.

Police Chief James Mulligan presented the proposal to reorganize the structure of the Police Department to the board, saying a second “go to” person would help at the station. The Police Department currently has one lieutenant, Dave Thomson, and three sergeants including Cudmore.

“Over the last six years we’ve expanded in a lot of areas. One is the Web site, we have a new computer-aided report system and every report has to be control checked. We’ve taken over animal control,” Mulligan rattled off.

He said he’s been looking for a long time at Cudmore for executive officer for administration. Cudmore would oversee the crossing guards, animal control, criminal investigations and detectives, the school resource officer, grants and the day shift patrols, among other things. He is also in charge of court business and the sexual assault registry for the department.

“I’m very excited about the promotion,” said Cudmore, who explained he’s been serving as executive officer for administration the last two years (without the title), with responsibilities that include the department’s budget, accreditation process and maintaining and updating the policies and procedures. “I want to give special thanks to Chief Mulligan for believing in my abilities. It’s an honor to serve under him.”

There is a $5,129 salary difference between a sergeant and a lieutenant. Cudmore would work a week that includes Saturday, which would eliminate a reserve officer shift on Saturday, saving the department money.

With the elimination of that shift the promotion would be budget neutral for the Police Department, explained Mulligan. Cudmore’s salary for fiscal year 2010 would be $71,931.

“People will see this as we’re trying to pad the bed. We’re not,” said Mulligan. “Cudmore has shown his abilities. This will increase my command staff and the control and coordination of the Police Department as we go forward.”

Selectman Matt Vincent called the department extremely professional and a consequence of the professionalism is a lot of work.

“We’re one of the 10 safest towns in Massachusetts. In order to keep that level we need constant vigilance,” he said. 

Selectmen Phil Trapani and Evan O’Reilly also expressed approval of the move. The board voted unanimously in favor of the promotion effective Feb. 1.

Cudmore serves as the Honor Guard Commander. He was promoted to sergeant in 2006 and has been a member of the Georgetown Police Department since 1985 when he began as a reserve officer.

A lifelong resident, he lives in town with his wife and two daughters. He previously served on the Georgetown School Committee.

“I hope to bring a better delineation in the chain of command in the department, that will strengthen that chain of command for line officers. With the shift change there will be better supervision on weekends for patrol staff,” said Cudmore.
